When goods enter Nepal, the customs event is a cascade of charges built on a single valuation point. The importer faces basic customs duty on the assessed value of the goods, followed by the additional and other duties that attach to certain categories, and then value added tax computed on the duty-paid value. Each layer multiplies the one before it. The foundation of everything is the assessable value, normally the price actually paid for the goods adjusted to the point of import. Once that value is fixed, the duty rates from the customs tariff apply by commodity code, and the incidental charges such as freight and insurance are added where the declared price is not already inclusive. Getting the base or the code wrong disrupts every layer above it. The practical consequence is that customs planning is valuation planning. Importers who declare misleadingly low values invite assessment on reference benchmarks, while those who declare genuinely higher values carry correct VAT input claims on the duty they legitimately paid. The balance is an honest declaration with the supporting supplier documents, because lists of arbitrary savings unravel the moment a shipment is examined.
